首尔市与英国伦敦市建立友好城市关系

全球大都市、世界文化之都伦敦一直以来在艺术、经济、金融、时装、医疗、旅游和交通等多个领域担任重要角色。首尔市近期和这个世界文化之都——英国伦敦市首次建立了合作关系。

首尔市长朴元淳为出席地方政府气候变化峰会和联合国气候变化框架公约(UNFCCC)主办的“行动日”活动而访问巴黎,并于当地时间4日11点10分在巴黎市厅与伦敦市长鲍里斯·约翰逊(Boris Johnson) 举行会晤,签订友好城市协议。

通过签订此次友好合作协议,首尔和伦敦将加强在气候领域的交流与合作,并为搞活地区经济促进经济交流,同时加强文化、艺术和旅游领域的交流,并共享有关智慧城市、电子政府、城市改造、可持续发展及社会改革领域的专业知识和成功经验。如气候环境方面,双方将以C40城市气候领袖群等主要国际机构上制定的基本框架为基础,就最新技术和成功案例进行交流,并积极参加对方城市举办的论坛、国际会议等活动。在经济交流方面,双方将积极共享招商引资相关政策的信息,并加大对对方城市有投资意向的企业的支援力度。

其间,首尔和伦敦虽持续交流,但正式缔结友好城市关系尚属首次。首尔市厅将充分体现首尔新国际地位,期待通过缔结友好城市关系,韩、英两国的首都城市能共享解决城市问题方面的诸多经验,并加强交流与合作。

截至2015年11月,首尔与旧金山、华盛顿、巴黎、罗马、东京及北京等23个城市签订姐妹城市协议,并与柏林、阿姆斯特丹和上海等28个城市签订了交流合作协议(共34各国51个城市)。

市长朴元淳表示,通过此次缔结友好城市,作为韩、英两国首都,首尔和伦敦将携手共同应对各项难题,并分享和交流经验。希望首尔和伦敦之间的友好交流持续发展。他还指出,作为众多全球跨国企业总部所在地,伦敦可谓是欧洲金融中心,首尔市将加强与伦敦的紧密合作。




首尔市招募参与全球实习项目的外国留学生

首尔市面向全国招募30名想要参与“第17届首尔市全球实习”项目的外国留学生,截止日期为12月2日。

该项目始于2008年,每年暑假与寒假期间面向留学生给他们提供一个参与首尔市政的机会,是一个超人气项目,每年的竞争都很激烈。从第1届到第16届共有来自全世界68个国家的472名外国留学生圆满地完成了实习工作。

第17届活动的实习期间为2016.1.4(周一) ~ 2.23(周二),为期7个星期。只要是首尔所在大学或研究生院的在读外国留学生,且在2016年2月23日为止拥有居留许可的学生均可申请。

通过了第1轮资料审查与第2轮面试的学生即可获得实习资格,最终合格名单将于12月24日(周四)公布。招募相关事宜请致电首尔市外国人多元文化担当官进行咨询(02-2133-5076)。

最终入选本次全球实习名单者,将被分配到本厅部门、事业所及赞助机构进行实习。除了处理各种份内事务以外,还将开展去残疾人福利设施机构照顾智障人士等志愿活动,并实地考察首尔的主要政策要地并进行现场体验。

首尔市与老挝万象签订友好合作备忘录

首尔市与老挝首都万象缔结了共享经济、交通、环境、文化、旅游及城市规划等优秀政策案例的友好城市关系。2015年11月5日,首尔市长朴元淳与万象市长辛拉冯·库派吞(Sinlavong Khoutphaythoune)签订了“首尔-万象友好合作协定”

老挝近几年发展速度迅猛,是年均增长率高达7~8%的“东盟”国家之一。老挝则以万象市为中心进行持续投资,在多个领域实现了急剧增长。高速发展也引发了交通堵塞、上下水道及废弃物处理等方面的问题。首尔市将与老挝共享积累多年的城市经验与技巧,从而为万象市解决相关问题。

鉴于此,两座城市将通过本次签订的友好合作备忘录,在上下水道开发、城市规划、电子政府和交通等多个领域积极共享相关政策,从而在文化及旅游领域奠定市民能感受到的合作基础。

成立首尔-北京综合交流机构“环境小组”,正式开展合作

韩国首尔市与中国北京市的综合交流机构“首尔‧北京综合委员会”成立了“环境小组”,从而正式启动了两座城市间的合作。“首尔‧北京综合委员会”成立于2013年首尔-北京缔结姊妹城市20周年庆之时,该机构是由两座城市的相关部门组建不同领域的小组,制定并推进交流合作项目的综合交流机构。

目前正在访问中国北京的首尔市长朴元淳与北京市长王安顺会面,并在“首尔-北京综合委员会第2次全体会议”上签订了关于成立“环境小组”的谅解备忘录。

“环境小组”以首尔市气候环境总部与北京市环境保护局为中心成立。两座城市将共同面对环境问题,加强环保政策、技术、信息及人员交流方面的合作,并共同开展环境保护及低碳领域合作。由此,“首尔‧北京综合委员会”将从原来的经济小组、文化小组和教育小组等3个小组扩大至4个小组。

朴市长通过祝词强调了“两座城市是共生息的共同体”,并表示“两座城市如果以研究院和民间企业的优秀技术为基础,共同开展大气污染防治技术研发的话,定能通过协同效应开发优秀的相关技术。”




“无家可归的亿万富翁” 尼古拉斯·伯格鲁恩成为“首尔市荣誉市民

2015年10月29日,以“无家可归的亿万富翁”而闻名的伯格鲁恩控股集团主席——尼古拉斯·伯格鲁恩成为了“首尔市荣誉市民”。

伯格鲁恩主席被英国金融时报评选为“世界大富翁”之一,生活于世界各地的酒店,比起投资项目更关注于哲学与政治以及社会变革。

他为美国加利福尼亚州管理改革投资了1亿美金,成立的“伯格鲁恩管理研究所”一直都是前美国国务部长官“康多莉扎·赖斯”、前德国总理“格哈德·施罗德”、Google董事长“埃里克·施密特”等世界知名人士的智囊团。

此次是朴元淳市长与尼古拉斯·伯格鲁恩主席的第三次会面,伯格鲁恩董事长此次访问的契机是源于11月来参加将于中国举办的全球管理议论机构——“21世纪委员会”,在此之前来访首尔。

朴元淳市长说道:“伯格鲁恩董事长此次对首尔的访问,将成为首尔市与担任世界知名人士智囊团的伯格鲁恩管理研究所结成合作友好关系的一个重要契机,并期待通过公开讨论能针对谋求市政发展的管理未来进行深入的探讨”。




首尔市长朴元淳访问中国参加“21世纪委员会”

首尔市长朴元淳将以委员资格出席2015年11月1~4日在中国北京召开的“21世纪委员会”,并和与会者们共同商讨中国的经济、社会和发展战略。

包括朴元淳市长在内共有20多名21世纪委员与10多名前任官员、企业家和学者们出席本次会议,五个分论坛分别进行了讨论。另外,11月3日还会在人民大会堂参加了中国主席习近平与21世纪委员会全体与会人员之间的集体面谈。

本次会议的5个分论坛为期3天2夜,其内容分别为①中国十三五规划与中国经济战略,②中国地区开发战略,③中国十三五规划与法制社会中如何加强改革,④中国十三五规划与一带一路,⑤中国十三五规划及全球治理等。
另外,首尔市长朴元淳将在访华最后一天即11月4日将与北京市长王安顺会面,就通过“首尔-北京综合委员会”加强经济、文化、教育、环境领域实质性交流与合作的问题进行探讨。在“大气质量改善论坛”上还将共同摸索旨在开发大气质量改善技术的合作方案。除此之外,还将在发掘和培养核心干部的中国共产党干部教育机构“中央党校”,以“首尔型治理与诚信变革”为主题发表演讲。

朴元淳市长表示“在访问首尔的游客中中国游客人数占比最高,同时中国也是韩国的第一大出口贸易对象国,对韩国经济的影响是举足轻重的。所以,我想通过本次21世纪委员会更加正确地认识中国,以便更好地规划首尔的未来。另外,还将积极参与讨论,跟与会者们共同探讨中国的发展能对韩半岛与东亚和平带来什么样的贡献。”




首尔市长朴元淳在蒙提出“东北亚城市共同体”构想提案

2015年9月21日,首尔市长朴元淳应邀访问蒙古国首都乌兰巴托,出席“第二届东北亚市长论坛”。论坛上,朴元淳市长提出建立东北亚城市共同体的构想,倡导实现由市民管理向城市管理的转型。

“东北亚市长论坛”是东北亚主要城市市长与国际机构相关人员就环境、城市化等城市间的合作问题展开探讨的论坛。来自中国、日本及俄罗斯等10余个城市的市长,以及亚洲开发银行(ADB)、世界银行等20余个国际机构相关人员,共计200余人参加了论坛开幕仪式。

朴市长指出东北亚各城市有着诸多共性。地理位置上彼此邻近,乘飞机只需2至3小时就可聚到一处,加之有着相似的历史、文化以及DNA等,只要敞开心扉,便可成为兄弟姊妹。他表示东北亚各城市间应建立起类似于欧盟(EU)、北美自由贸易协定(NAFTA)、东南亚国家联盟(ASEAN)的共同体,探寻从共同应对环境、气候变化问题,到建立东亚和平共生与经济共同体的道路。

此外,朴市长还指出“应对气候变化,最重要的是要对城市化有新的规划”。他提出“要建立应对气候变化问题的城市、具备独立能源基础的城市,以及人与自然和谐共存的可持续发展城市等新的‘城市化模型’”。

朴市长谈到了首尔市虽然过去也有着政策向着开发一边倒,破坏环境的一面,但随着政府政策层面的努力及市民的广泛参与,首尔的环境已得到很大改善。此外,他还举出减少一个核电站等多种政策案例,强调首尔市是兼顾城市开发与环境保护的可持续发展的范例。




朴元淳市长与乌兰巴托市长会谈,就加强务实性交流合作达成共识

9月21日,朴元淳市长与乌兰巴托市长Erdene Bat-Uul进行了亲切会谈,这也是朴市长此次访问蒙古国的首个行程。当前为解决基础设施不足和城市盲目开发的问题,乌兰巴托市正在制定总体规划,朴市长承诺会积极分享首尔市先进的城市化经验和优秀的政策。

乌兰巴托市长指出迅猛发展的城市化引发不少城市问题,首尔市有着解决这些问题并在此基础上发展的优秀经验,他希望首尔市能够帮助乌兰巴托制定有益的发展构想。

此次朴市长积极促成12个民间企业与他共同出访乌兰巴托,正是由于今年5月乌兰巴托市长访问首尔时曾表示,希望可以在朴市长访问乌兰巴托时学习首尔的良好政策。

首尔市1995年与乌兰巴托市正式缔结友好城市关系,期间两市的密切合作主要体现在文化和环境领域,今后有望更多地通过传授优秀经验和政策等,加强更具实质利益的交流与合作。

乌兰巴托目前处于快速城市化进程中,所以非常希望能够学到成就“汉江奇迹”的首尔的城市建设与开发经验。用交通卡结算交通费的首尔市交通卡系统已出口到内蒙,今年7月已正式投入使用。

本次行程中,朴元淳市长将与乌兰巴托市长会见,交流智能城市、环境、防灾、城市规划等旨在推动城市建设的政策制定及加强事业推进力度等,并将发布有关政策共享的共同宣言。

朴元淳市长除了与乌兰巴托进行交流和加强合作之外,还将参加蒙古外务部举办的“第2届东北亚市长论坛”,并会晤蒙古总统Tsakhiagiin Elbegdorj等,进一步提升首尔作为东北亚领军城市的形象。

中国山东省省长被授予“首尔市荣誉市民”的称号,今后将加强两地区合作

朴元淳市长与访问首尔的山东省省长郭树清于2015年8月25日会面,承诺加强两地区间的交流合作,并授予郭树清省长首尔市荣誉市民证。

山东省长郭树清此次访问首尔市是对去年11月朴市长访问山东省的回访。朴市长和郭树清省长通过此次会面就加强旅游、文化、环境等各个领域的交流合作方案进行了讨论,进一步增强了两地区的友谊。

同时,朴元淳市长这一天亲自授予了郭树清省长首尔市荣誉市民证书。

首尔市荣誉市民主要授予访问首尔市的外宾中对市政运营有较大贡献的外国人,主要人士有哥斯达黎加总统劳拉·钦奇利亚·米兰达(2012年)等国家元首以及古斯·希丁克前国家队足球教练(2002年)、美国美足选手海因斯·沃德(2006年)等。

3. Qualifications

    ❍ Basic Requirements (as of the date of interview)

  • – Those who are not disqualified for the reasons of disqualification under Article 31 of the Local Public Officials Act shall be eligible for the post. Also, the applicants shall not be prohibited from applying for the post according to Article 65 of the Decree on the Appointment of Local Public Officials or other pertinent decrees.

    ※ Article 31 of the Local Public Officials Act.

      Any person who falls under any of the following sub paragraphs may not be appointed as a public official:

    • 1. A person declared incompetent or quasi-incompetent;
    • 2. A person declared bankrupt and has not yet been reinstated;
    • 3. A person sentenced to punishment of imprisonment without prison labor or heavier punishment and completed the sentence of for whom five years have not passed since the final decision of exemption of from execution of such sentence;
    • 4. A person sentenced to punishment of imprisonment without prison labor or heavier punishment and for whom two years have not passed since the expiration of the period of suspension of execution;
    • 5. A person under the period of suspended sentence of a punishment heavier than imprisonment without prison labor;
    • 6. A person disqualified, or whose qualification is suspended, pursuant to a decision of a court of other Acts;
    • 6-2. A person who committed any offense prescribed by Articles 355 and 356 of the Criminal Act while in office as a public official, and is punished by a fine not less than 3 million won, and for whom two years have not passed after his/her sentence is finalized;
    • 7. A person removed from his/her office by a disciplinary action, and for whom five years have not passed thereafter;
    • 8. A person dismissed by a disciplinary action, and for whom three years have not passed thereafter.

❍ The remuneration for temporary public officials shall be based on the rules specified by grade under the Wage Regulations for regional public officials, but may be adjusted through mutual consultation in consideration of the applicant’s qualification, capacity, work experience etc.

  • – All successful candidates for the positions of Grade 5 or above (or equivalent) are required to submit “Detailed list of work experiences in the private sector” and “Letter of pledge to avoid Conflict of Interest” pursuant to Article 16 of [Code of Conduct for Public Officials of Seoul Metropolitan Government], and shall be monitored for two years in their employment to see if their jobs are involved in any conflict of interest.
  • ※ These documents may be submitted for registration upon determination of the final candidate.

    ※ Documents in foreign language (diploma certificate, certificate of career etc) must be accompanied by notarized Korean translations.

    ※ Documents shall be dated after the date of the job announcement unless those documents remain valid within the effective period stated in the document, pursuant to the applicable laws (for documents with specified effective period only).

7. Miscellaneous

❍ Applicants must assess for themselves before applying for the post whether he/she is suitable for this position.

❍ The application packages will not be returned to the applicants. If any information provided on the documents is proven to be false, even after the final selection, the selection will be nullified. If the position is withdrawn by the employer, the Certificate Stamp fee may be refunded.

❍ No candidate will be selected for the position if there is no suitable applicant. If any fact for disqualification is found during police check, medical check for employment, verification of diploma certification etc, the selection will be nullified.

❍ If an applicant violates Article 65 (Action against Wrongdoer) of the Decree on the Appointment of Local Public Officials, or involves in an attempt to manipulate the selection processes by providing false information on the job application etc, the selection processes may be suspended or become void and the selection will be nullified. In addition, he/she may be disqualified to take any employment examination defined under the same Decree or others for the appointment of public officials for the next five years following the said arrangement.

❍ From the beginning of your employment and within 3 months thereafter, you may choose to join the national unemployment insurance scheme with a competent employment security agency.

Application Form




首尔市为多文化家庭减轻学费负担

     首尔市和友利多文化奖学金财团共同向居住于首尔或于首尔所属小学至大学在读的多文化家庭子女,以及韩国广播通信大学、网络大学在读的结婚移民者提供奖学金。

     奖学金获得者共计320人,根据教育课程依次分配奖学金,小学生30万韩元、中学生50万韩元、高中生100万韩元、大学生300万韩元、广播通信大学在读结婚移民者50万韩元、网络大学在读结婚移民者100万元。提供的奖学金原则上用以支付入学费、学费、补充课程费等,必要时也可用以支付学业所需的教材费、图书购买费、餐费等。

     希望获得奖学金支援的小学、初中、高中在读的多文化家庭子女,在截止日3月27日前向所在学校提交申请,收到申请的学校,需将校长推荐书等材料提交至友利多文化奖学金财团。

     于此不同的是,大学生多文化家庭子女及结婚移民者获得指导教授及系主任推荐后,便可通过邮寄给首尔市政府外国人多文化负责人或亲自前往来递交申请。大学生的情况,必须符合现居住于首尔或为所属四年制大学1~7学期(大四一学期)在读的多文化家庭子女,且前一学期成绩在满分4.5的3.0以上(满分4.3的2.5以上)时才能提交申请。结婚移民者的情况,除普通四年制及两年制专科以外,居住于首尔或在广播通信大学、网络大学在读时皆可申请。

     首尔市与友利多文化奖学金财团2014年开展共同项目,向299个多文化家庭提供奖学金,通过“多文化家庭集体婚礼”,向20对因经济困难无法举办婚礼的多文化夫妻,提供婚礼支援。
