首尔市长朴元淳将访问乌兰巴托……“友情和经济”两手抓

今年既是韩蒙建交25周年的一年,同时也是首尔与乌兰巴托缔结姊妹城市关系20周年。为了纪念如此有意义的一年,朴元淳市长将于2015年9月20日~23日到蒙古进行为期4天3夜的访问。这也是对今年5月份乌兰巴托市长Erdene Bat-Uul访问首尔的回访。首尔市将通过本次访问,进一步巩固两座城市维系了20年的深厚友情,并更好地推动经济方面的互利共赢式发展。

乌兰巴托目前处于快速城市化进程中,所以非常希望能够学到成就“汉江奇迹”的首尔的城市建设与开发经验。用交通卡结算交通费的首尔市交通卡系统已出口到内蒙,今年7月已正式投入使用。

本次行程中,朴元淳市长将与乌兰巴托市长会见,交流智能城市、环境、防灾、城市规划等旨在推动城市建设的政策制定及加强事业推进力度等,并将发布有关政策共享的共同宣言。

朴元淳市长除了与乌兰巴托进行交流和加强合作之外,还将参加蒙古外务部举办的“第2届东北亚市长论坛”,并会晤蒙古总统Tsakhiagiin Elbegdorj等,进一步提升首尔作为东北亚领军城市的形象。

朴元淳首尔市长表示“就像不断挑战与沟通的游牧精神成就了蒙古大帝国一样,希望首尔与蒙古能够通过持续的沟通与交流,推动城市乃至整个亚洲的发展。”




中国山东省省长被授予“首尔市荣誉市民”的称号,今后将加强两地区合作

朴元淳市长与访问首尔的山东省省长郭树清于2015年8月25日会面,承诺加强两地区间的交流合作,并授予郭树清省长首尔市荣誉市民证。

山东省长郭树清此次访问首尔市是对去年11月朴市长访问山东省的回访。朴市长和郭树清省长通过此次会面就加强旅游、文化、环境等各个领域的交流合作方案进行了讨论,进一步增强了两地区的友谊。

同时,朴元淳市长这一天亲自授予了郭树清省长首尔市荣誉市民证书。

首尔市荣誉市民主要授予访问首尔市的外宾中对市政运营有较大贡献的外国人,主要人士有哥斯达黎加总统劳拉·钦奇利亚·米兰达(2012年)等国家元首以及古斯·希丁克前国家队足球教练(2002年)、美国美足选手海因斯·沃德(2006年)等。

3. Qualifications

    ❍ Basic Requirements (as of the date of interview)

  • – Those who are not disqualified for the reasons of disqualification under Article 31 of the Local Public Officials Act shall be eligible for the post. Also, the applicants shall not be prohibited from applying for the post according to Article 65 of the Decree on the Appointment of Local Public Officials or other pertinent decrees.

    ※ Article 31 of the Local Public Officials Act.

      Any person who falls under any of the following sub paragraphs may not be appointed as a public official:

    • 1. A person declared incompetent or quasi-incompetent;
    • 2. A person declared bankrupt and has not yet been reinstated;
    • 3. A person sentenced to punishment of imprisonment without prison labor or heavier punishment and completed the sentence of for whom five years have not passed since the final decision of exemption of from execution of such sentence;
    • 4. A person sentenced to punishment of imprisonment without prison labor or heavier punishment and for whom two years have not passed since the expiration of the period of suspension of execution;
    • 5. A person under the period of suspended sentence of a punishment heavier than imprisonment without prison labor;
    • 6. A person disqualified, or whose qualification is suspended, pursuant to a decision of a court of other Acts;
    • 6-2. A person who committed any offense prescribed by Articles 355 and 356 of the Criminal Act while in office as a public official, and is punished by a fine not less than 3 million won, and for whom two years have not passed after his/her sentence is finalized;
    • 7. A person removed from his/her office by a disciplinary action, and for whom five years have not passed thereafter;
    • 8. A person dismissed by a disciplinary action, and for whom three years have not passed thereafter.

❍ The remuneration for temporary public officials shall be based on the rules specified by grade under the Wage Regulations for regional public officials, but may be adjusted through mutual consultation in consideration of the applicant’s qualification, capacity, work experience etc.

7. Miscellaneous

首尔市为多文化家庭减轻学费负担

     首尔市和友利多文化奖学金财团共同向居住于首尔或于首尔所属小学至大学在读的多文化家庭子女,以及韩国广播通信大学、网络大学在读的结婚移民者提供奖学金。

     奖学金获得者共计320人,根据教育课程依次分配奖学金,小学生30万韩元、中学生50万韩元、高中生100万韩元、大学生300万韩元、广播通信大学在读结婚移民者50万韩元、网络大学在读结婚移民者100万元。提供的奖学金原则上用以支付入学费、学费、补充课程费等,必要时也可用以支付学业所需的教材费、图书购买费、餐费等。

     希望获得奖学金支援的小学、初中、高中在读的多文化家庭子女,在截止日3月27日前向所在学校提交申请,收到申请的学校,需将校长推荐书等材料提交至友利多文化奖学金财团。

     于此不同的是,大学生多文化家庭子女及结婚移民者获得指导教授及系主任推荐后,便可通过邮寄给首尔市政府外国人多文化负责人或亲自前往来递交申请。大学生的情况,必须符合现居住于首尔或为所属四年制大学1~7学期(大四一学期)在读的多文化家庭子女,且前一学期成绩在满分4.5的3.0以上(满分4.3的2.5以上)时才能提交申请。结婚移民者的情况,除普通四年制及两年制专科以外,居住于首尔或在广播通信大学、网络大学在读时皆可申请。

     首尔市与友利多文化奖学金财团2014年开展共同项目,向299个多文化家庭提供奖学金,通过“多文化家庭集体婚礼”,向20对因经济困难无法举办婚礼的多文化夫妻,提供婚礼支援。

为解决中国同胞的现临问题出台首尔西南圈民官协议体

     居住在首尔的42万外国居民中中国同胞为23万名,占高达57%的比例。特别是西南圈地区居住着13万的中国同胞,占总人数的55.9%,属于大规模集聚地区。西南圈内各自治区的中国同胞比重依次为永登浦区(50,199名, 21,3%), 九老区(37,703名, 16%), 衿川区(22,523名,9.6%), 冠岳区(21,245名, 9%)

     3月4日首尔市针对大规模居住在九老、衿川、永登浦、光岳区的中国同胞出台了「首尔西南圈民官协议体」,就确立公共秩序及治安,减少中国同胞子女教育的落差,理解中国同胞文化等相互文化尊重方面积极开展合作。

     首尔西南地区民官协议体将透过3个分科委员会来推动治安、教育、社会文化等3个领域别的6个细部目标、16个执行课题。

     治安小组为确立西南圈内的公共秩序及环境建设,将以开展公共秩序教育及公益活动,民官合作确立公共秩序,预防及杜绝犯罪构建安全环境为具体目标从而推进公益活动,犯罪预防设计等5个执行课题。
教育小组为培育多元文化环境中的国际化人才,将以减少教育落差,支援自信心培养等健全成长,构建国际化教育环境为具体目标从而推进学习及学校运营的适度化等6个执行课题。

     社会文化小组为构建多种文化的共存及共生的氛围,将以筹划地区居民的交流活动,开发中国同胞的文化特殊性,提高多元文化的接纳性为具体目标从而推进地区居民间相互交流活动等5个执行课题。




首尔市与越南顺化市自来水公社签署谅解备忘录

     首尔市日前与越南顺化市自来水公社就自来水领域进行交流与合作、共享自来水优秀技术知识签署了谅解备忘录,以此为首尔市扩大海外自来水事业奠定了基础。

     越南顺化市是越南中北部地区的重点城市,面积约为5,054㎢,是首尔市的六倍,人口有112万人。顺化市自来水公社是掌管顺化市自来水的公共机构,共运营31个净水厂,供水人口为85万人,供水率达73.5%。

     根据谅解备忘录,两个机构将通过自来水政策培训等活动,分享净水厂管理等自来水政策及技术经验,实施自来水设施诊断及咨询等活动,不断扩大技术领域交流。

     自2012年起,首尔市针对国外城市自来水部门工作人员,进行自来水政策培训。截至去年末,共有23个国家、37个城市的70名工作人员参加了政策培训。首尔市计划今年也分三次,针对30余名进行培训。

     此外,国外自来水事业部门的负责人也纷纷访问首尔市。2015年3月2日,斯里兰卡城市建设自来水部副部长Dunesh Gankanda和自来水公社会长K.A.Ansaar等10多人访问了首尔市自来水事业本部及永登浦阿利水净水中心,并对相关设施进行了参观学习。




居住首尔的9万名外国劳动者,他们的首尔生活如何?

     目前居住在首尔的外国劳动者有约9万名,他们的首尔生活如何呢?

     经首尔市的情况调查显示,他们来到韩国的目的主要是“可以挣较多的钱(45.8%)”,每天平均工作11小时,平均工资为189万韩元。

     他们对首尔的生活相对满意,而对于“就业信息、教育、支援设施”方面的呼声较高。对于初期定居时的困难,大部分认为是沟通交流问题,而目前90%认为韩语交流不存在障碍。

     2014年12月,首尔市以700名外国劳动者为对象,针对“居住首尔的外国居民生活环境”开展了居住、劳动、生活环境等11个领域、共93项内容的调查。

     此项调查为首次实施,目的在于了解占首尔外国人居住人口1/4的外国劳动者的生活情况以及困难不便之处,并将相关内容反映到政策当中。

     目前居住在首尔并从事单纯劳务、装备机械及组装、服务、销售等领域的外国劳动者为8万9620名,占41万5059名首尔外国居民的22%。(2014年行政自治部门外国居民统计)

<首尔生活综合满意度为“相对满意”,每天工作11小时,平均薪资189万韩元>

     首先,外国劳动者对首尔生活环境的综合满意度为3.57分(5分为满分),调查结果为“相对满意”。

     具体细分来看,基础生活环境满意度按比例依次为交通>文化>居住>医疗,呈现“相对满意”(3.57分)的水准。外国居民相关生活环境满意度按比例依次为接纳态度>支援设施>设施运营,呈现“一般满意”(3.17分)的水准。

     调查结果显示,对于赴韩原因回答“可以挣较多的钱”的外国劳动者占45.8%,呈最高比例,每天平均工作11小时,月薪平均为189.7万韩元。薪资分布情况为151~200万韩元占47.8%, 201~250万韩元占24.8%, 100~150万韩元占15.3%, 251~300万韩元占7.0%。同时,中国等外国国籍同胞即访问就业者的平均薪资(192.4万韩元)比泰国、菲律宾等非专业再就业者(151.9万韩元)的薪资高40万韩元。

<单独住宅, 半全租房(押金2千万韩元未满·月租20~40万韩元)呈最多>

     居住的住宅形式最多为单独住宅(44.1%),然后按比例依次为低层公共住宅·多户住宅·单元楼(41.4%), 公司宿舍(6.2%), 公寓(6.2%),并且有押金的月租(63.7%)形式最多。

     平日的休闲娱乐活动主要为收看电视(54.3%)或休息(29.8%),周末则约朋友或亲人等开展活动(33.4%)的居多。外国劳动者10名中有8名表示最近1年内未在首尔进行文化、体育活动。

<健康保险加入率41.5%, 未加入原因为保险费昂贵占42.7%, 身体健康占16.7%>

医疗服务领域的外国劳动者健康保险加入率为41.5%,呈较低值,未加入原因首要原因是昂贵的保险费(42.7%), 其次是身体健康(16.7%)。主要使用的医疗设施按比例依次为普通医院(46.9%), 药店(12.9%),宗教设施内的医疗服务(5.8%), 保健所(4.6%)。

     此外,关于韩国医疗环境的不便之处,按比例依次为较高的诊疗费用(45.5%), 医疗机关的信息不足(28.6%), 外国居民专门医院等不足(26.7%), 外语服务不足(14.2%)。

< 最需要“就业”相关信息·设施·教育, 90%可以进行韩语交流>

     网络使用率为42.1%, 使用网络博客等媒体平台的情况占28.4%,呈较低值。然而持有智能手机(可以联网)的比例为88.3%,SNS使用率也高达70.0%。

     生活所需信息主要通过“周边人”获知的比例占64.4%,而最需要的信息为“就业相关信息”(40.8%)。日后希望增设的设施和活动中,“就业教育”相关内容也占绝大比例。获取信息时的不便之处按比例依次为“难以找到必要的信息”(42.0%),“信息不够准确”(15.1%),“不知是否为最新信息”(12.1%)等。

[日后希望增设的外国人支援设施&希望参与的活动]

     初期定居时,在沟通交流(46.2%)上遇到很大困难,而目前绝大部分(90.1%)的外国劳动者已不存在韩语交流上的问题。其中,87.5%还具有韩语阅读理解能力。

     此外,遭遇的困难还包括偏见歧视/差别待遇(40.1%),而非专业就业者目前生活最大的困难与初期定居时相似,仍认为是沟通交流(26.0%)。

     生活中遇到困难时,经常伸出援助之手的对象按比例依次为“韩国本地人”(35.7%), 配偶(28.8%)。其中主要获得“精神上的沟通及安慰”(46.9%)。

     对于“是否希望延长滞留时间”的相关问题,92.7%的人回答希望延长,其中78.9%表示希望将滞留时期延长至3年以上。

     对于“外国居民最需要的首尔政策”的问题,回答比例依次为“居住、医疗等基本生活安定政策”(29.2%),“早期定居教育(韩语教育)”及咨询(25.0%),“就业支援政策”(22.8%)。




2015年多元文化村落共同体发展支援事业 (3.16~3.20)

     3月16日~3月20日,首尔市将对有意愿参加“2015年多元文化村落共同体发展支援事业”的共同体进行公开征集,该项目倡导国内外居民聚在一起发掘议题并解决问题。征集活动将通过村落共同体综合支援中心网站(www.seoulmaeul.org)进行。

     多元文化村落共同体支援事业主要针对多元文化活动及咨询领域,将向被选定的团体提供500万韩元以内的活动费。

     “多元文化活动支援”领域包括为缓解国内外居民矛盾、改善村落环境展开的宣传和公益活动;为改善国内外居民间认识和培育多元性而展开的文化交流活动;为提高国内外居民间紧密度而展开的艺术活动和生活体育活动;国内外居民一起利用地域资源并发掘特殊议题的活动。“咨询支援”的对象是多元文化村落共同体咨询,以及为发展其他多元文化村落共同体展开的活动。

     多元文化活动的征集对象为包含居住在首尔或生活圈在首尔的3名以上国内外居民(聚会),从事以外国人居民为对象的事业或有相关经验的非盈利组织、非盈利法人和合作社,咨询支援的征集对象是位于首尔并有丰富的多元文化工作经验的法人和非盈利民间组织、合作社。

     首尔市多元文化村落共同体事业在2014年共支援了6个活动(5个村落共同体活动、1个咨询),通过国内外的沟通满足了各种需求,为发展多元文化村落共同体做出了贡献。

走进“札幌冰雪节”,学习世界前三甲庆典的成功秘诀

     2月5日,朴元淳市长访问了雪城北海道,参观借鉴“札幌冰雪节”的运营秘诀。“札幌冰雪节”是世界三大庆典之一,每年有200万人参加该庆典。

     “札幌冰雪节”于每年的2月5日至7日举办,今年迎来了第66届,是日本最大的庆典,同巴西的“里约嘉年华”和德国的“啤酒节”一道是世界三大庆典。

     首尔市计划从“札幌冰雪节”现场参观借鉴60年庆典的经验及秘诀,将首尔市的代表性庆典“越冬泡菜文化节”和“首尔灯节”打造成世界代表性庆典。

     在今年的“札幌冰雪节”中,特别设置了TAYO公交、宝露露等代表首尔的卡通人物形象(横向5.5m×纵向3m×高度4m)及宣传厅,向访问冰雪节的游客宣传首尔。

     在宣传厅内展览的首尔名胜包括有望在2017年申遗成功的首尔传统地标汉阳都城、新地标东大门设计广场(DDP)和三岛。

     朴元淳市长在首尔宣传厅当起了一天宣传大使,向访问宣传厅的日本及外国游客倒韩方药茶、一起拍照,积极宣传旅游名胜首尔。

     另外,朴市长还在札幌市政厅与上田文雄市长会面,听取了札幌将冰雪节打造成世界三大庆典的经验以及市级层面上的支援方法等,还共同探索了“越冬泡菜文化节”和“札幌冰雪节”的联系宣传方案等。

     朴市长接着转向北海道厅特别会议室,与知事高桥春美共同签署了“大韩民国首尔市-日本北海道友好交流协定签署5周年共同声明”。两座城市在签署友好交流协定5周年之际发表了共同声明,内容包括进一步发展两座城市之间的文化交流、经济交流、人际交流。

     根据共同声明,各城市举办庆典等活动时邀请对象城市参与并进行宣传,积极落实2013年起实施的“相互设施优待事业”。其中包括,开展首尔国际马拉松和北海道马拉松时邀请对方城市市民参与。

     “相互设施优待事业”是指访问首尔和北海道的游客利用对方城市文化设施时可以享受优惠待遇的事业,参与事业的设施有首尔市的19个设施和北海道的都立美术馆等10个设施。

     除此之外,朴市长还访问了电影“情书”的背景城市且从1900年代起以玻璃工艺而出名的北海道小樽市,同中松義治市场在工艺、工坊领域进行合作达成了一致,也听取了小樽市在这领域的支援政策。

     朴元淳市长表示:“希望能够近距离观察世界三大庆典札幌冰雪节并汲取运营经验,进而把首尔市代表庆典‘过冬泡菜文化节’打造成世界级庆典”,并补充道:“日后将积极推进札幌、小樽等北海道著名旅游城市与首尔市之间的文化旅游设施优待事业,进一步推进旅游事业发展。”




外国留学生志愿者队第2期启程

     在首尔市内大学(研究生院)就读的外国留学生组建的志愿者队将从2月份开始正式对外开展活动。

     首尔市留学生志愿者队第2期成员包括来自美国、文莱、芬兰、摩洛哥等18个国家的28名留学生。

     首尔市留学生志愿者队为了进行持续的、有组织的服务活动,每期从新选拔少数留学生组建团队。另外,还计划成立专门运营团队,自行选定服务活动内容,提高活动之后的满足感和活动价值。

     志愿者队还将通过在线辅导活动,针对岛村(白翎岛和全罗南道荏子岛等)小学生实施为期6个月的外语指导、文化理解课程辅导等。此项活动将为消除孤岛地区教育机会差距作出贡献,为本国人和外国人彼此了解对方文化提供机会,有望成为志愿者队和受益对象都满意的活动。

     首尔市留学生志愿者队计划每季度与“首尔市志愿服务中心服务团”、“KT大学生服务团”共同展开服务活动,为国内外整合服务活动提供崭新的模型。

     为了增加对首尔的理解,志愿者队还将走访并体验首尔市运营的多样设施。志愿者队将乘坐汉江宣传船,体验“汉江奇迹”栩栩如生的现场;走访世界认可的首尔自来水“阿利水”净水中心,漫步可以体验韩国传统文化的北村韩屋村,拓宽对首尔市和韩国文化的理解。

     另外,KT计划为第2期志愿者队的28名成员提供人均250万韩元、总7千万韩元的奖学金,全年为60名志愿者提供1亿5千万韩元的奖学金。

对外籍居民交流文化活动经费的支持高达80%

首尔市为了活跃外籍居民的交流活动和文化活动以及给市民提供体验世界各种文化的机会计划征召和支持2015外籍居民交流文化活动。

市里经费支持对象为在2015年3月至11月期间外籍居民交流、外国大使馆及民间组织举办的音乐、体育、饮食、服装等文化活动,综合考虑活动内容、效果等经费支持范围在活动经费的80%以内,最多为700万韩元。

2014年首尔市共支持举办外国留学生文化大庆典、外国劳动者运动会等14个文化活动,投入了680万韩元。为外籍居民介绍本国文化和市民自由体验各种文化提供了机会。

外籍居民交流支持项目计划重点选拔主办国国庆节活动、民俗和节日活动,特别是国家交流活动和合作活动。并将考虑举办时间、地点等把活动与市民参与庆典相连接进行经费支持。

朴市长-东京都知事就“城市安全”等6个领域合作发表联合声明

     朴元淳市长和东京都知事舛添要一就“共同应对大城市问题”达成共识。

     2月3日首尔市长和东京都知事在东京都政府会面就与市民生活有密切联系的城市安全、环境、福利、体育和奥运会、旅游、文化等对市民生活和城市经济有着影响的6个民生领域的交流合作发表了联合声明。

     此次两人的会面是在去年7月舛添要一知事访问首尔之后的第二次会面,此次声明是具体化了之前在首尔签订的“有关交流合作的协议书”。

     两市合作的重点是互相传授各市经验或行政等。例如,首尔市核心交流合作的领域是“安全”。之前市里和东京都签订了道路塌陷技术合作备忘录,之后通过这一天发表的联合声明相互提供水灾、地铁、桥梁、建筑和基础设施等耐震化及有关老化的技术信息。两市还相互参加消防防灾培训。朴市长提议在东京每年定期共同举办“城市安全论坛”。

     此外加强在(环境)有关空气污染措施方面的技术交流和合作、有关建筑能源节省等全球变暖措施方面的合作、(保健福利)共享有关低生育率的有效措施、加强有关传染病措施的合作关系、(文化)用江户东京博物馆和首尔历史博物馆收藏品举办展览会以及加大两座博物馆馆长的相互交流等。

     朴市长说“在城市安全和解决民生问题方面没有国境也没有理念,因此希望通过此次会面为长时间停滞不前的首尔-东京交流更加活跃打下基础。两市会在共同面临问题城市安全、环境、旅游、福利等与市民生活密切相关的领域紧密合作产生协同效应,聪慧的克服城市问题”。

     首尔市-东京都在1988年缔结了姐妹城市之后城市间展开了紧密的交流合作。石原慎太郎知事执政期间(1999年~2012年)约10年间两市交流停滞不前。2014年2月东京都知事舛添要一就职之后为了让长时间停滞不前的首尔-东京间的交流正常化在2014年7月正式访问了首尔,为两市打开了交流之门。

     另外,朴市长与对首尔有着深厚感情并能提出各种问题和意见的15名当地日本人召开了“首尔-东京友好交流会”。首尔市委任曾居住在首尔或对市政有兴趣的世界各市的外国人为“首尔俱乐部”会员,形成听取他们对首尔提出的问题和意见的网络。现由7座城市(北京、马尼拉、柏林、纽约、四川、山东、LA),95名会员组成。
